If you're wanting to convert a jpg to swf for use with ThemeManager, you actually don't need to.
Just rename the .jpg to a .swf.
ThemeManager does not need the Dialpad_bg as an swf. It just looks for the name "Dialpad_bg.swf" and loads it in (it can be a jpg or swf file).

This only applies to the Dialpad_bg.swf and Calendar_bg.swf files.
